rules-distill is an agent skill that scans installed skills, extracts principles that recur across two or more of them, and distills them into rule files by appending, revising, or creating them. It runs a three-phase workflow — deterministic inventory, LLM-based cross-reading in thematic subagent batches, then user review and execution.
