Maintain and release the CiteGuard repository. Use only when working inside a CiteGuard source checkout on support-evaluation datasets, human-review packets, calibration, release gates, package smoke tests, MCP registry metadata, or CiteGuard contributor workflows. Do not use for ordinary citation verification.
