azure-prepare is an agent skill that prepares azd-based projects for Azure deployment by generating azure.yaml, Bicep or Terraform infrastructure, and Dockerfiles for the Azure Developer CLI workflow. It enforces a plan-first process: a .azure/deployment-plan.md skeleton must be written and approved before any code or infrastructure is generated, and it instructs the agent to hand off to azure-validate afterwards.
