Find and recommend third-party skills when the user asks for a capability missing from the active catalog, such as 'find a skill for X' or 'is there a skill that does X'. Check existing skills first. Hand a selected candidate to ha-skill-installer; an exact installation URL or local directory goes directly to that installer. Use ha-skill-creator for authoring and edits.
