verify-package-install

Verify the inbox-to-action pip package installs and works in a clean environment. Use whenever the user asks to "test the pip package", "check it works on a new machine / clean env", "verify the install", or before/after a PyPI release (twine or tag-triggered CI). Also covers twine upload preflight (.pypirc validation) since malformed .pypirc has broken uploads before.
